These words were spoken by Barry Goldwater in 1958 and offer potential criticism of the current state of Downers Grove future land use planning. The origins of this metaphor are unknown however one source is an 1860 Victorian childrens poem titled "An Arab Fable" as well as a short story by an anonymous author
If we are to avoid following the camel's nose approach to future land use planning (and it is needful that we do avoid this approach, in my opinion) then we need to undertake and complete the pending comprehensive review of our village's Future Land Use Map and our Comprehensive Plan as soon as possible and most certainly prior to approving any significant zoning change applications.
